YNFORM Commends DILG for Institutionalizing Open Government in All LGUs

Youth-led Network for the Right to Information (YNFORM) together with Center for Youth Advocacy and Networking (CYAN) welcomes the Department of the Interior and Local Government’s (DILG) issuance of Memorandum Circular No. 2025-065, which institutionalizes Open Government practices in all Local Government Units (LGUs) nationwide. This move is a clear affirmation of the government’s commitment to transparency, accountability, and inclusive governance—values that YNFORM actively upholds and advances.

Anchored on Executive Order No. 31, s. 2023 and Presidential Proclamation No. 916, s. 2025 declaring the third week of May as Open Government Week, this directive urges LGUs to serve as frontrunners in promoting openness in governance, fiscal transparency, and civic participation.

YNFORM and CYAN calls on all SK officials, youth organizations, and local youth development councils (LYDCs) to work alongside LGUs in operationalizing the principles outlined in the memorandum.

The Network believes this is a crucial step in localizing the Right to Information (RTI) and empowering communities, especially the youth, to co-create solutions with their government.
